When Do You Need a Permit?
Different levels of home renovation require different municipal or developer approvals in Dubai.
🟢 Cosmetic Upgrades (NOC Only)
- ✓Painting interior walls and trim
- ✓Replacing tile-for-tile or carpet-for-carpet
- ✓Updating standard kitchen cabinets and worktops
- ✓Replacing light switches, sockets, or sanitaryware
*Note: While government permits are usually not required, you must still obtain an NOC from your building management or developer to allow contractors on-site.
🔴 Structural & Civil Changes (Full Permits)
- ✓Removing or moving internal partition walls
- ✓Changing the plumbing layout or drainage positions
- ✓Installing new partition structures or false ceilings
- ✓Modifying external walls, windows, or building facades
*Note: These require technical drawings, structural engineer approval, developer NOCs, and municipal permits (Dubai Municipality, Trakhees, or DDA).
Common Permits Required in Dubai
Who handles the approvals depends on where your property is situated.
Dubai Municipality (DM)
The default authority for the majority of Dubai areas. Required for structural, major layout, and external modifications.
Trakhees
Governs Nakheel communities and special zones like Palm Jumeirah, Discovery Gardens, and JLT. They have specific safety and engineering codes.
DDA (Dubai Development Authority)
Handles development zones including Dubai Marina (in certain developer areas), Business Bay, and Al Barsha South freezones.

Skipping the official permit channels in Dubai is a high-risk decision that can lead to severe financial and legal penalties.
